Federal Reserve Chairman Jerome Powell told a Senate committee on Tuesday that the U.S. economic outlook is "generally favorable" but faces challenges from abroad.

He also said the Fed is prepared to “adjust” the program if conditions warrant. What does this mean and how would this impact markets?
